Who Needs a Visa to Visit Hong Kong

Around 170 nationalities can enter Hong Kong visa-free, for a stay ranging from 7 to 180 days depending on nationality — no advance application needed. Everyone else — anyone whose nationality isn't on that visa-free list — must obtain a visa or entry permit before traveling to Hong Kong, whatever the purpose of the visit: business, social, pleasure, or otherwise. The one broad exception is holders of Diplomatic and Official passports, who may visit visa-free for up to 30 days regardless of nationality.

A few related but separate schemes sit alongside the general visa-free table: Mainland Chinese residents under the Individual Visit Scheme (7–90 days), Taiwan residents with a valid Mainland Travel Permit (up to 30 days), APEC Business Travel Card holders (2–3 months per visit), and Working Holiday Scheme participants from 13 countries (up to 12 months). Indian nationals are a distinct case too — rather than a full advance visa, they use a free online pre-arrival registration, and apply directly to the Hong Kong Immigration Department rather than through Chinese diplomatic missions.

Pakistan and Other Visa-Required Nationalities

Per the Immigration Department's own guidance, all nationals — except holders of Diplomatic and Official passports — are required to hold a valid visa for the HKSAR for whatever purpose of visit. Pakistan falls into this broad visa-required group. Applications can be submitted through Chinese diplomatic or consular missions abroad, by post or via a local sponsor directly to Immigration Department headquarters in Hong Kong, by fax with original documents to follow by airmail, or online. Original documents are mandatory — applications submitted only by email are not accepted.

Documents You'll Typically Need

  • Completed application form (ID 1003A), plus a sponsor form (ID 1003B) if you have a local sponsor, with a recent photo
  • A copy of your valid travel document (passport bio-data page)
  • Proof of adequate funds to cover your stay without working (bank statements, payslips)
  • Proof of onward or return transportation (waived only for transit to Mainland China or Macao)
  • Purpose-specific documents: a tour or hotel booking for leisure travel, a business invitation letter for business trips, or proof of relationship with your sponsor for family visits

How Long Does It Take?

The Immigration Department's own published guidance is that it normally takes about four weeks to process a visit visa or entry permit application once all required documents are received. Extension-of-stay applications for people already in Hong Kong are a different process and typically move faster — around one working day when done online — but that only applies once you're already here on a valid visit.

Why Applications Get Refused

Meeting the paperwork requirements doesn't guarantee approval. The Director of Immigration has absolute discretion to refuse any application, even one that appears to meet all eligibility criteria. Common reasons include doubts about genuine intent to return, insufficient funds to support the stay, no onward or return ticket where one is required, invalid travel documents, criminal or security concerns, or an assessment that the applicant is likely to become a burden on Hong Kong. A well-prepared, complete application reduces — but doesn't eliminate — this risk.
