Who Qualifies for a Hong Kong Work Visa

The General Employment Policy is Hong Kong's standard route for non-Mainland professionals working under employer sponsorship. To qualify, you generally need:

  • A confirmed offer of employment in a role relevant to your academic qualifications or work experience.
  • An employer able to demonstrate a genuine vacancy that can't be readily filled by the local workforce.
  • Special skills, knowledge, or experience of value to Hong Kong.
  • Normally a first degree in the relevant field — strong technical qualifications or proven professional ability can be accepted as an alternative.
  • Remuneration broadly commensurate with the prevailing market level for the role (no fixed minimum figure is published).
  • A clear criminal record and no security concerns.

This is a discretionary, merits-based assessment — meeting the criteria above does not guarantee approval; the Immigration Department retains full discretion on every application. GEP is not available to Mainland Chinese residents (who apply under the separate Admission Scheme for Mainland Talents and Professionals) or nationals of a short list of restricted countries.

Note: a separate, quota-based Technical Professionals Stream launched in June 2025 for specified skilled trades facing manpower shortages. If your role falls in a listed trade, that route may apply instead — ask us to check.

Documents You'll Typically Need

  • Valid travel document and a recent photo
  • Proof of academic qualifications and/or work experience
  • Employer's letter of appointment or employment contract (post, salary, benefits, duration)
  • Employer's Business Registration Certificate and proof of financial standing
  • A detailed business plan, if the employer's company is less than 12 months old

Extensions and Long-Term Stay

Extensions typically follow a 3-2 year pattern after the initial grant. If, after at least two years on Work Visa conditions, your assessable income reaches HK$2 million or more in the prior tax year, you may qualify for a 5-year extension free of the usual conditions of stay.

How Long Does It Take?

Per the Immigration Department's own published guidance, new applications normally take about four weeks once a complete application and fee are received, and extension applications about two to three weeks. Actual timing varies with case complexity and current caseload.

Is there a minimum salary for a Hong Kong Work Visa?

There is no fixed minimum salary published by the Immigration Department. The requirement is that pay is "broadly commensurate with the prevailing market level" for the role — a qualitative, case-by-case standard rather than a set number. Does my employer need to prove they could not hire someone locally?

Yes. The General Employment Policy requires the employer to demonstrate a genuine vacancy exists and that your skills, knowledge, or experience aren't readily available in Hong Kong's local workforce. Can I change employers while on a Work Visa?
